[font=宋体][size=3]笔者体会结穷亲，至少应该包含以下几方面的内容：[/size][/font]
[size=3][font=宋体]干部[/font][font=Times New Roman]“[/font][font=宋体]结穷亲[/font][font=Times New Roman]”[/font][font=宋体]应当亲历亲为。薄熙来说，当干部的要与结的[/font][font=Times New Roman]“[/font][font=宋体]穷亲[/font][font=Times New Roman]”[/font][font=宋体]和贫困户们[/font][font=Times New Roman]“[/font][font=宋体]设身处地[/font][font=Times New Roman]”[/font][font=宋体]、[/font][font=Times New Roman]“[/font][font=宋体]感同身受[/font][font=Times New Roman]”[/font][font=宋体]，这就是明确要求各级干部[/font][font=Times New Roman]“[/font][font=宋体]结穷亲[/font][font=Times New Roman]”[/font][font=宋体]不是做过场、搞形式，而是要实实在在地与贫困群众打成一片。说得直白一点，就是要亲自[/font][font=Times New Roman]“[/font][font=宋体]结穷亲[/font][font=Times New Roman]”[/font][font=宋体]，到群众家中，与群众面对面交谈。现实生活中，一些领导干部以[/font][font=Times New Roman]“[/font][font=宋体]工作忙、走不开[/font][font=Times New Roman]”[/font][font=宋体]等借口为由，由他人代为安排[/font][font=Times New Roman]“[/font][font=宋体]穷亲[/font][font=Times New Roman]”[/font][font=宋体]，赠送的[/font][font=Times New Roman]“[/font][font=宋体]年货[/font][font=Times New Roman]”[/font][font=宋体]也由他人代转，根本不到群众中去，不到[/font][font=Times New Roman]“[/font][font=宋体]穷亲[/font][font=Times New Roman]”[/font][font=宋体]家中[/font][font=Times New Roman]“[/font][font=宋体]走一走[/font][font=Times New Roman]”[/font][font=宋体]。这种做法，应该说比较普遍，尤其是居住在边远地区的[/font][font=Times New Roman]“[/font][font=宋体]穷亲[/font][font=Times New Roman]”[/font][font=宋体]，是根本没有机会见到来自城里的[/font][font=Times New Roman]“[/font][font=宋体]富亲[/font][font=Times New Roman]”[/font][font=宋体]的。其后果，当然是[/font][font=Times New Roman]“[/font][font=宋体]结穷亲[/font][font=Times New Roman]”[/font][font=宋体]没有起到应有的作用和效果，[/font][font=Times New Roman]“[/font][font=宋体]富亲[/font][font=Times New Roman]”[/font][font=宋体]们对[/font][font=Times New Roman]“[/font][font=宋体]穷亲[/font][font=Times New Roman]”[/font][font=宋体]的所思、所盼、所愿等情况，也是[/font][font=Times New Roman]“[/font][font=宋体]知之甚少[/font][font=Times New Roman]”[/font][font=宋体]。[/font][/size]
[size=3][font=宋体] 结下的[/font][font=Times New Roman]“[/font][font=宋体]穷亲[/font][font=Times New Roman]”[/font][font=宋体]应当常[/font][font=Times New Roman]“[/font][font=宋体]走一走[/font][font=Times New Roman]”[/font][font=宋体]。薄熙来说，要[/font][font=Times New Roman]“[/font][font=宋体]多到贫困户去走一走，更多地了解群众的实际困难[/font][font=Times New Roman]”[/font][font=宋体]。很多领导干部把[/font][font=Times New Roman]“[/font][font=宋体]结穷亲[/font][font=Times New Roman]”[/font][font=宋体]当作一项任务来完成，也到[/font][font=Times New Roman]“[/font][font=宋体]穷亲[/font][font=Times New Roman]”[/font][font=宋体]家中去了，也和[/font][font=Times New Roman]“[/font][font=宋体]穷亲[/font][font=Times New Roman]”[/font][font=宋体]座谈了，但春节来了，[/font][font=Times New Roman]“[/font][font=宋体]富亲[/font][font=Times New Roman]”[/font][font=宋体]也就来了；春节走了，[/font][font=Times New Roman]“[/font][font=宋体]富亲[/font][font=Times New Roman]”[/font][font=宋体]也就不再现身了，那真是[/font][font=Times New Roman]“[/font][font=宋体]车来车去[/font][font=Times New Roman]”[/font][font=宋体]、[/font][font=Times New Roman]“[/font][font=宋体]来去如风[/font][font=Times New Roman]”[/font][font=宋体]。对于各级领导干部而言，一旦结下了[/font][font=Times New Roman]“[/font][font=宋体]穷亲[/font][font=Times New Roman]”[/font][font=宋体]，那就要终生是[/font][font=Times New Roman]“[/font][font=宋体]亲戚[/font][font=Times New Roman]”[/font][font=宋体]，要常走常亲、越走越亲，即使[/font][font=Times New Roman]“[/font][font=宋体]穷亲[/font][font=Times New Roman]”[/font][font=宋体]摆脱了[/font][font=Times New Roman]“[/font][font=宋体]穷[/font][font=Times New Roman]”[/font][font=宋体]字，也应该继续走下去；即使有了新的[/font][font=Times New Roman]“[/font][font=宋体]穷亲[/font][font=Times New Roman]”[/font][font=宋体]，也不能[/font][font=Times New Roman]“[/font][font=宋体]喜新厌旧[/font][font=Times New Roman]”[/font][font=宋体]。应该建立起一种机制，使各级领导干部的[/font][font=Times New Roman]“[/font][font=宋体]穷亲[/font][font=Times New Roman]”[/font][font=宋体]相对固定下来，并且定期去[/font][font=Times New Roman]“[/font][font=宋体]串门[/font][font=Times New Roman]”[/font][font=宋体]、[/font][font=Times New Roman]“[/font][font=宋体]拉家常[/font][font=Times New Roman]”[/font][font=宋体]，切实建立起帮扶的长效机制。[/font][font=Times New Roman] [/font][/size]
[size=3][font=宋体] 应当深化[/font][font=Times New Roman]“[/font][font=宋体]结穷亲[/font][font=Times New Roman]”[/font][font=宋体]的现实意义。薄熙来说，[/font][font=Times New Roman]“[/font][font=宋体]结穷亲[/font][font=Times New Roman]”[/font][font=宋体]不只是了解实际困难，不只是[/font][font=Times New Roman]“[/font][font=宋体]低保、医保、定期救助[/font][font=Times New Roman]”[/font][font=宋体]，[/font][font=Times New Roman]“[/font][font=宋体]还要再研究些行之有效的措施[/font][font=Times New Roman]”[/font][font=宋体]。说到底，就是要从制度和现实两个角度入手，既要解决好当前的具体困难和问题，又要有长久的安定之策、治本之策。[/font][font=Times New Roman]“[/font][font=宋体]结穷亲[/font][font=Times New Roman]”[/font][font=宋体]只是一种形式，帮助[/font][font=Times New Roman]“[/font][font=宋体]穷亲[/font][font=Times New Roman]”[/font][font=宋体]脱贫致富、推动[/font][font=Times New Roman]“[/font][font=宋体]三农[/font][font=Times New Roman]”[/font][font=宋体]工作健康开展，才是最根本的目的，所以应当深入研究好帮助[/font][font=Times New Roman]“[/font][font=宋体]穷亲[/font][font=Times New Roman]”[/font][font=宋体]的体制机制问题，完善社会保障制度。薄熙来说：[/font][font=Times New Roman]“[/font][font=宋体]在这方面做得再多也不过分[/font][font=Times New Roman]”[/font][font=宋体]，只有当所有的[/font][font=Times New Roman]“[/font][font=宋体]穷亲[/font][font=Times New Roman]”[/font][font=宋体]不再穷时，建设社会主义新农村和全面小康社会才会更有希望。[/font][/size]
